Indonesian migrant workers face competency gaps and limited career development opportunities. This study develops an Integrated Work-Based Learning Ecosystem (IWBLE) framework to strengthen human capital development (HCD). Using a sequential explanatory mixed-method design, data from 200 migrant workers and 18 stakeholders were analyzed through PLS-SEM and thematic analysis. Results revealed that work-based learning (β=0.284), digital learning (β=0.221), and recognition of prior learning (β=0.197) significantly improved HCD. Institutional collaboration strengthened IWBLE development (β=0.463), while IWBLE positively influenced HCD (β=0.389). The model explained 62.4% of HCD variance (R²=0.624). These findings highlight the importance of institutional collaboration and integrated learning systems in enhancing migrant workers’ competencies, productivity, and sustainable professional development.
